CAADP Kampala Declaration on Building Resilient and Sustainable Agrifood Systems in Africa

The CAADP Kampala Declaration on Building Resilient and Sustainable Agrifood Systems in Africa was adopted by the African Union in January 2025 as the continent's renewed framework for agricultural transformation under the Comprehensive Africa Agriculture Development Programme (CAADP) and Agenda 2063. It builds on the Maputo Declaration (2003) and the Malabo Declaration (2014), marking the third phase of CAADP and setting Africa's agricultural development agenda for the period 2026–2035.

The Declaration responds to evolving challenges affecting Africa's agrifood systems, including climate change, biodiversity loss, land and water degradation, food insecurity, malnutrition, population growth, urbanisation, market inefficiencies, and the need for greater resilience across food systems. It introduces a broader agrifood systems approach that extends beyond agricultural production to encompass processing, distribution, trade, consumption, environmental sustainability, and nutrition.

The Kampala Declaration is accompanied by the CAADP Strategy and Action Plan (2026–2035), which seeks to mobilise US$100 billion in investments, increase Africa's agrifood output by 45%, triple intra-African trade in agricultural commodities and food products, and reduce post-harvest losses by 50% over the next decade. It also emphasises climate-resilient agriculture, sustainable natural resource management, technology and innovation, youth and women empowerment, private sector participation, regional integration through the African Continental Free Trade Area (AfCFTA), and strengthened monitoring through the CAADP Biennial Review process.

The Declaration calls upon African Union Member States, Regional Economic Communities, development partners, the private sector, civil society, farmers' organisations, women, and young people to work together in implementing nationally owned and regionally coordinated strategies that contribute to ending hunger, reducing poverty, strengthening resilience, and building sustainable and inclusive agrifood systems across Africa.
