Domestication and Implementation of Regional and Continental Agricultural Policies in the East African Community (EAC)

This summary report examines the domestication and implementation of key continental and regional agricultural policy frameworks across the East African Community (EAC). It assesses four continental frameworks and seven EAC regional frameworks, including CAADP, AfCFTA, the Africa Fertilizer and Soil Health Action Plan, the African Agribusiness Youth Strategy, the EAC Regional Agriculture Investment Plan, the Food and Nutrition Security Strategy, and the EAC Youth Policy.

The assessment identifies persistent gaps between political commitments and implementation, including inadequate financing, weak coordination, limited monitoring and evaluation systems, delayed domestication, and insufficient institutional mechanisms for youth participation.

The report provides practical recommendations for the EAC Secretariat and Partner States, including strengthening regional coordination and M&E, increasing investment in agriculture and youth-responsive programmes, mainstreaming youth priorities into national plans, and institutionalising youth participation in agricultural policy and investment processes.
